We Are All Bush's Guinea Pigs

Who among us has ever heard of Title 50, Chapter 32, Section 1520a of the United States Code?? Not many I would imagine. Well, you should know about it because it gives the Bush Administration carte blance to carry out tests of biological agents on populations of humans.

Granted this title begins with the general prohibition on

1) any test or experiment involving the use of a chemical agent or biological agent on a civilian population; or
(2) any other testing of a chemical agent or biological agent on human subjects.

But then comes the rather expansive exceptions section:

Subject to subsections (c), (d), and (e) of this section, the prohibition in subsection (a) of this section does not apply to a test or experiment carried out for any of the following purposes:
(1) Any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity.
(2) Any purpose that is directly related to protection against toxic chemicals or biological weapons and agents.
(3) Any law enforcement purpose, including any purpose related to riot control

In other words, we can become the subject of biological or chemical testing simply on the whim of a maniac in the White House. We have all seen Bush's total disregard for the law and for the Constitution. Look at his use of Executive Privilege to hide from telling the Congress the truth about the firing of the US Attorney's. Do you think for a second this pea-brain would hold back on testing biological weapons on the citizenry if he thought it would fire up his base?

Once in a training course I had as a speaker the Chair of the School of Government at George Washington University here in the District. In the early part of her presentation when she was trying to set the mood for her speech she told us a story and at the end of the story said "In any sentence containing the word "but," everything before the but is bullshit." It appears that fits this Title of US Code. The Bush Administration can't do x y and z "but" there are exceptions and all of us can be an exception.
