LOS ANGELES - The Navy must follow environmental laws placing strict limits on sonar training that opponents argue harms whales, despite President Bush's decision to exempt it, a federal judge ruled Monday.

The Navy is not "exempted from compliance with the National Environmental Policy Act" and a court injunction creating a 12 nautical-mile no-sonar zone off Southern California, U.S. District Judge Florence-Marie Cooper wrote in a 36-page decision
Take that, Dubya, you miserable environmental pig.

The Chimp and his administration have done some pretty horrific things to mother earth in the 7 excruciatingly long years that they have been in office. Almost all of the really reprehensible stuff has been done by Executive Order or, more frequently, by just blowing off the law and ordering agencies to do the same. That has worked in the past, but not today.

In one of the greatest environmental setbacks for the floundering Chimp, a Federal court judge today determined that the Navy is not exempt from the National Environmental Policy Act. Duh! What a concept for the Chimp - having to obey a law.

Its unfortunate that NEPA is not a criminal statute. It would be nice to add violating it to the charges to be brought at the Chimp's war crimes trial that should begin about a year from today.

But until then, its best to remember those immortal words of Edward Abbey who was probably the first person to say "Earth FIRST!"
