What a Novel Idea!

Here's a novel idea! The Bush Adminisration wants to assert cost controls over the Navy's shipbuilding process. They are concerned about massive cost over runs on various building projects and now (more than 6 years into the Administration) they want to assert cost control.

There must be some kind of a catch here. Maybe the deal is that Haliburton will get the contract to oversee the cost control effort. I'll bet that's it. There had to be some way for some Bush crony to be making money from this effort or they would have never taken an interest in controlling costs.
